Niantic Labs has identified a bug in the "Pokemon Go" app that causes problems when participating in the incursions. Specifically, it prevents the Premier Ball can capture the Pokemon having a catch rate close to 0%. That is, whenever we use one of these Poke Ball we will fail. The only way to adequately capture a Pokemon with this Ball is if we can make a critical throw. In this case, the glitch will not activate, but it is something unusual.
