China and Russia proposed a ‘freeze for freeze' solution
The "freeze for freeze" solution of China and Russia means that the US alliance will have to temporarily discontinue the joint military exercises with South Korea. In the same way, North Korea will have to suspend its nuclear program.
Haley said that the "freeze for freeze" proposal of the two superpowers is unacceptable to the United States and her allies.
