A 206 page report was released by the "Tobacco Advisory Group" of the Royal College of Physicians (RCP) titled "Nicotine Without Smoke." This report is alleviating most concerns of using vaping products as a less harmful alternative to smoking cigarettes. The report stated e-cigarettes should be promoted widely to consumers along with other non-tobacco nicotine products to reduce tobacco use. Professor John Britton, chair of the Tobacco Advisory Group said: "Smokers should be reassured that these products can help them quit all tobacco use forever."

The Royal College of Physicians stated e-cigarettes are not a gateway to smoking and they do not "re-normalize" smoking.

Most users are smokers, or former smokers. These products have not shown that they attract "significant use" among youth or those who've never smoked. The availability of e-cigarettes is another opportunity for a quit attempt for a smoker, and "act as a gateway from smoking." Long term harm is of some concern as users inhale ingredients along with nicotine, although substantially smaller than what is found with smoking tobacco. The report also stated that regulations should "ensure that they are safe and fit for purpose".

Tom Frieden of the Centers for Disease Control, along with the Surgeon General Dr. Vivek Murthy were both asked in the sametweet about the alternative: Where is the truth for smokers in the U.S.A.?

United States organizations such as Save Lives California prefer taxing this consumer product.

They want to include them as a tobacco product, where the RCP report sees them as harm reduction.

Alternative and less hazardous choices like snus and traditional products like the patch, gum, and other items that deliver nicotine need to stay available. The rest of the world should take note. E-cigarettes are also endorsed and encouraged to reduce harm from combustible tobacco as a choice by the prestigious and well respected Royal College of Physicians.
